How to get Silverlight for free

Visit the Microsoft Silverlight web page using Apple Safari or Mozilla FireFox and follow the download link. I recommend that you download the latest beta to get all the new features.

How to start making your own Silverlight content

Becauase Silverlight is XAML, you can write and edit Silverlight code in any text editor. 

If you want to use Microsoft's developer tools you'll want to use Microsoft Visual Studio, but Visual Studio is Windows only.

There was a good mashup site called popfly.com, but that seems to be totally broken right now.
